France is introducing a new Extended Producer Responsibility (EPR) category for single-use sanitary textiles, effective July 1, 2025. This requirement, established by Decree n° 2024-1166 of December 5, 2024, affects businesses placing these products on the French market.
Who This Affects
You need to comply with these new EPR requirements if you place single-use sanitary textiles on the French market, regardless of:
- The materials used (synthetic fibers, natural fibers, or recycled materials)
- Your target customers (individuals or professionals)
- Your distribution channels
Important: Even if you place less than one tonne on the market annually, declaration is still mandatory.

Dry Wipes
- Dry wipes for laundry care

Key Compliance Requirements
Declaration Obligations
You must declare the quantity of finished products placed on the market, excluding packaging. This declaration requirement applies to all businesses, regardless of volume.
Working with Eco-Organizations
Citeo is the designated eco-organization managing this EPR category. Businesses must register and work with them to ensure compliance.
What This Means for You
Starting July 1, 2025, if you manufacture, import, or distribute any of these single-use sanitary textile products in France, you'll need to:
1. Register with the appropriate eco-organization (Citeo)
2. Declare your product quantities regularly
3. Pay eco-contributions based on your declared volumes
4. Meet reporting requirements
