Yes, Non-EU businesses that want to use the IOSS scheme have to appoint an intermediary (tax representative) that will file IOSS returns on their behalf and will be jointly responsible for VAT obligations.
Businesses that are established in the EU can register directly or they can also use the intermediary if they wish so.
